Only that state can be billed as a social welfare state in the true sense of the word where its every citizen is getting square meal daily in an honorable way, where proper Medicare is available to all and sundry when they are ill ,where he has a room of his own where his children get free education where a good public transport system is operational where senior citizens and disabled persons are properly taken care of.
For all this to happen the powers that be need money which is not grown on trees. The potbellied filthy rich have to be heavily taxed to raise money for these purposes. Those who move in the corridors of power have to set up example of austerity by observing parsimony in their life instead of adopting an extravagant life style.
One can see glimpses of social welfare fare state in both the communist as well as Capitalist countries as both are following people friendly policies albeit in their own peculiar ways Mao TSE Tung never hesitated to replicate in China any economic policy being practiced in a capitalist country if he thought it was proving beneficial for the common man. He never allowed his ego to get the better of the need to take benefit of any economic policy which improved the lot of the common man. Small wonder China today is considered to be an heaven for the have nots
