Jakarta ( WNAM MONITORING) – Indonesia’s Transportation Ministry is considering lowering its 2030 electric bus adoption target to 80 percent from 90 percent, citing fiscal constraints and challenges facing local governments.

Road Transport Director Muiz Thohir said the proposed revision to the urban public transport electrification roadmap took into account current conditions, particularly regional governments’ ability to finance the transition to electric-powered public transport.

“We are proposing a revision. The previous target was 90 percent by 2030, but we are now considering around 80 percent by 2030, followed by 90 percent by 2040 and 100 percent by 2045,” Muiz said in Jakarta on Wednesday.

He said the revised targets were being discussed with the Institute for Transportation and Development Policy (ITDP) Indonesia, taking into account implementation conditions and challenges across different regions.

The ministry and ITDP are also developing a draft presidential regulation on urban public transport electrification.

Muiz said internal discussions on the regulatory framework were targeted for completion in November 2026.

“Developing a regulation can be a lengthy process, but at least we expect to complete the concept being prepared with ITDP this month,” he said.

Muiz added that discussions on proposed incentives to support public transport electrification were still underway, preventing the ministry from disclosing further details.

The ministry has worked with ITDP since 2023 on studies, policy recommendations and initial preparations for a presidential regulation aimed at accelerating electric bus adoption in urban public transport.

The two institutions have also developed E-Bus Hub, a digital platform providing information on electric bus distribution, policy references and simulation tools to help local governments plan electric bus deployment.
