When one looks at the grown and growing deterioration in the  functioning of various state institutions of this country one’s mind reverts to the famous speech of British politician Sir Winston Churchill delivered  in the House of Commons on the eve of grant of independence to India in which he had opposed it saying that  rascals, free booters  and rogues will come into power who will plunge India into chaos anarchy and disorder.

They will have sweet tongues but silly hearts.  They will fight amongst themselves for getting into the saddle and attaining power and India will be lost in squabbles.  They will be of low caliber and men of straw.
