National Leader Reviews Preparations for 30th Neutrality Anniversary

WNAM MONITORING: The National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, with members of the government, conducted a working meeting at the Neutrality Monument, located in a picturesque area of the capital. The meeting of the State Organizing Committee, established under the decree of President Serdar Berdimuhamedov, focused on ensuring high-level events marking Turkmenistan’s 30th anniversary of neutrality and the designation of 2025 by the UN General Assembly as the “International Year of Peace and Trust.” Berdimuhamedov also familiarized himself with projects for buildings under construction and modernization in Ashgabat.

Berdimuhamedov arrived at the Neutrality Monument in the southern part of the capital, which symbolizes the country’s commitment to peace, prosperity, and sustainable development. The majestic structure, which announces Turkmenistan’s neutral status to the world, harmonizes with the architectural ensemble of the white-marble capital.

At the working meeting of the State Organizing Committee, chaired by the National Leader of the Turkmen people, officials reviewed modernization plans for various buildings in the capital, including the Neutrality Monument, and discussed improvement of adjacent areas. Special emphasis was placed on the active use of innovative technologies in the construction and modernization of transport infrastructure, ensuring that all work meets modern standards and national construction achievements. Berdimuhamedov stressed the need for a responsible approach to reconstructing the Neutrality Monument and incorporating UN flag colors.

The National Leader of the Turkmen people emphasized that the anniversary events cover many aspects, including strict adherence to construction timelines, maintaining cleanliness and order, and protecting the capital’s ecological environment. He expressed dissatisfaction with Hakim of Ashgabat R. Gandyymov over inadequate organization and delays in transforming Ashgabat into a flowering city.

Berdimuhamedov then reviewed modernization projects for buildings in the southern part of the capital, planned plantings, lighting projects, and transport infrastructure improvements. Deputy Chairman of the Cabinet of Ministers B. Annanammamedov, who oversees the construction and industrial complex, reported on the progress of work near the Neutrality Monument, ongoing and planned projects, and their layouts.

Reconstruction of transport infrastructure in this part of the capital was also discussed. After reviewing the presented projects, Berdimuhamedov emphasized that all planned work must meet quality standards and deadlines, and he issued corresponding recommendations.

The Chairman of the Halk Maslahaty underscored that construction and design of objects around the Neutrality Monument should respect the status of this sacred site. As Turkmenistan’s neutrality has been recognized three times by UN General Assembly resolutions, celebrations must reflect both the spirit of the modern era and national traditions.

Berdimuhamedov cited Turkmen wisdom, saying, “Gelen – döwlet” and “Myhman ataňdan uly.” Heads of state, government leaders of UN member countries, and high-level delegations are expected to attend. He emphasized that guests should be hosted in accordance with national traditions and provided with high-quality services.

The National Leader of the Turkmen people noted that ceremonies, beginning with a wreath-laying, must comply with internationally recognized standards. He also instructed that the Museum of Neutrality give special attention to the history of Turkmenistan’s permanent neutrality, associated documents, and materials related to its recognition by three UN resolutions, providing corresponding recommendations.

Berdimuhamedov then visited the traffic circle at the intersection of Bitarap Turkmenistan and Chandybil avenues, where rapid modernization is underway. Reports highlighted large-scale work and measures to accelerate progress. Practical steps are being taken to ensure that transport infrastructure across the capital and regions meets modern standards, including the construction of multi-lane roads. Work is ongoing at the circle leading to the Neutrality Monument on signage and lighting, with special attention to decorative elements.

Berdimuhamedov emphasized that the design of the circle must reflect its purpose, incorporating symbols of Turkmen neutrality, UN member state flags, the Turkmen flag, and the UN flag.

Guidance was given to R. Bazarov, Chief of the Halk Maslahaty Apparatus, and D. Gulmanova, Chairperson of the Mejlis, regarding the organized conduct of international events with political significance and the preparation of their programs. Preparatory work should commence following approval of proposals by President Serdar Berdimuhamedov.

Berdimuhamedov stressed the importance of a comprehensive approach to ensuring full participation of guests in all anniversary events and the international conference. Coordinated efforts were emphasized to maintain a high level of organization.

The National Leader of the Turkmen people highlighted the use of advanced technologies in modernizing the monument, reflecting Turkmenistan’s neutral status, which is based on humanitarian principles and peaceful relations cultivated over centuries. He stressed that the colors of the monument should convey the essence of Turkmen neutrality and relevant UN symbolism.

All structures in the country were instructed to give wide attention to preparations for the anniversary, recognized three times by UN resolutions. Coordinated efforts are required to ensure a high level of organization of all planned events.

Meetings, international conferences, and cultural events dedicated to the neutrality anniversary must reflect the spirit of the modern era. Environmental wellbeing in the capital must be maintained, with tree plantings combining national gardening principles and modern practices.

Berdimuhamedov highlighted the need to accelerate work on the comprehensive development of the capital and modernization of its architectural appearance, including maintaining cleanliness, order, and landscaping. Public order and coordinated traffic management during celebrations were identified as priority tasks.
