BISP transitions to retail payment model for its beneficiaries

ISLAMABAD ( WNAM REPORT ): The Benazir Income Support Programme (BISP) has announced a paradigm shift in its payment disbursement mechanism, transitioning to an exclusive retail network model starting Monday. This decisive operational overhaul replaces the previous campsite-based disbursement system, directly responding to the ongoing heatwave and prioritizing the safeguarding of beneficiaries from exposure to extreme weather conditions.
In pursuance of this initiative, a high-level coordination meeting was convened today in Bahawalpur, chaired by the Additional Secretary BISP Dr. Tahir Noor and attended by representatives from partner banks and zonal staff of BISP. The meeting focused on reviewing the final modalities for the Quarter 4 tranche disbursement through bank-designated retail agents across the region, ensuring seamless execution and optimal service delivery.
Dr. Tahir Noor underscored the imperative of transparency and accountability, emphasizing that under the retail model, beneficiaries will receive payments from the nearest authorized retail outlets. He directed BISP staff to ensure that every single beneficiary receives her full entitlement along with a receipt, upholding the principles of fiscal discipline and beneficiary rights.
During the meeting, bank representatives provided comprehensive briefings on their preparedness, encompassing the strategic deployment of retail agents, fund allocation and management, robust biometric authentication protocols, and real-time monitoring systems. The stakeholders also deliberated on effective communication strategies to inform beneficiaries about the change in disbursement mechanism, ensuring a smooth transition.
The meeting culminated with a collective reaffirmation of commitment from all stakeholders to ensure efficient, transparent, and timely disbursement of funds. The shift to the retail model exemplifies BISP’s strong commitment to enhancing governance, strengthening service delivery, and responding effectively to environmental and operational challenges.
The Zonal Director South, District Director Bahawalpur, and Deputy Director (Field Operation) were also in attendance.
