ISLAMABAD ( WNAM REPORT ):The Acting Chief Justice Islamabad High Court (IHC), Justice Sardar Muhammad Sarfaraz Dogar has taken decisive action to uphold the rule of law by suspending recent unlawful directives and actions taken by certain officials of the Ministry of National Food Security & Research against Dr. Ghulam Muhammad Ali, Chairman Pakistan Agricultural Research Council (PARC).
The Court stressed the importance of adhering to legal procedures and maintaining the autonomy of public institutions, particularly in matters involving high-level appointments and administrative authority. Importantly, under Section 9(1) of the PARC Ordinance, 1981, the Chairman PARC is appointed by the President of Pakistan, who holds the constitutional authority to make such appointments.
Dr. Ghulam Muhammad Ali, a renowned scientist and recipient of the Sitara-e-Imtiaz and the South Korean Presidential Award for Agricultural Innovation, has made outstanding contributions to the fields of biotechnology, genomics, and crop development. Under his leadership, National Agricultural Research has achieved substantial progress in research and innovation, positioning Pakistan among the emerging leaders in agricultural science.
The decision sends a strong and principled message that public officials are expected to act within the framework of the Constitution and the law. This ruling is a significant step toward upholding the institutional integrity of national Institutions and ensuring the protection of nationally appointed scientists & technocrats who serve the country with professionalism, dedication, and excellence.
