WNAM MONITORING: Proposals to improve the social protection system were presented to President Shavkat Mirziyoyev.
Special attention in Uzbekistan is paid to the social protection of the population, and the list and scope of social services are expanding. On June 1, 2023, a decree of the Head of state was adopted “On a set of measures to provide high-quality social services and assistance to the population, as well as to establish a system for their effective control”. According to the document, the National Social Protection Agency was established under the President of the Republic of Uzbekistan.
Over the past period, the Agency has studied the effectiveness and targeting of the social protection system. Shortcomings have been identified in the organization of fair social assistance at the mahalla level, proper financing of social services, and assistance in socialization to people who find themselves in difficult situations.
Proposals aimed at systematically solving these problems were considered at the presentation.
It was noted that from now on, the “mahalla of seven” will identify the causes and factors of social problems in families, assess existing opportunities, and focus social services primarily on getting families out of difficult situations.
Assistance from the “Sakhovat va Kumak” (Generosity and Support) Fund will be provided based on an individual assessment of the family’s social status.
The President approved these proposals and gave instructions on developing and effectively implementing relevant documents.
The need for consistent implementation of the requirements of the international Convention on the Rights of Persons with Disabilities, ratified by Uzbekistan, was noted, in particular, improving the system of assistance to persons with disabilities and their integration into society, providing them with high-quality prosthetic and orthopedic products and rehabilitation means.
