Pakistan Must Transform the Kashmir Cause into a Global Civil Rights Movement, Masood Khan

WNAM REPORT: The Kashmir cause cannot be advanced through symbolic observances alone; it must be transformed into a sustained international civil rights movement,” said Sardar Masood Khan, former Ambassador of Pakistan to the United States, China and the United Nations, and former President of Azad Jammu and Kashmir, while addressing different differegatherings at the Institute of Policy Research Islamabad (IPRI), the Institute of Regional Studies (IRS), and Foundation University.
Speaking on the continuing challenges confronting the Jammu and Kashmir dispute, Ambassador Masood Khan stressed that Pakistan must move beyond token expressions of solidarity and pursue a comprehensive, year-round diplomatic, legal and intellectual campaign to keep the Kashmir issue at the forefront of the international agenda. He maintained that symbolic commemorations alone were insufficient unless complemented by sustained engagement with international institutions, academia, media, civil society and policy forums.
Ambassador Khan reiterated that India’s unilateral actions of 5 August 2019 violated the relevant United Nations Security Council resolutions and could not alter the internationally recognized disputed status of Jammu and Kashmir. He observed that the abrogation of Article 370 and related constitutional changes had further eroded the political and legal rights of the people of Indian Illegally Occupied Jammu and Kashmir, while demographic engineering, electoral restructuring and restrictive laws had fundamentally altered the region’s political landscape.
Reviewing Pakistan’s diplomatic efforts, Ambassador Khan noted that Islamabad had consistently raised the Kashmir dispute at the United Nations Security Council, the Human Rights Council and other international forums, thereby preventing the issue from disappearing from global attention. He, however, emphasized that diplomatic engagement must now be reinforced through stronger international advocacy, systematic public diplomacy and strategic communication capable of mobilizing global opinion in support of the Kashmiri people’s right to self-determination.
Referring to recent international developments, Ambassador Khan observed that Pakistan currently enjoys unprecedented diplomatic credibility following its successful mediation efforts in regional conflicts. He said this enhanced international standing should now be utilized to reinvigorate global attention towards Kashmir and strengthen Pakistan’s diplomatic initiatives on the dispute.
Addressing students and young researchers, Ambassador Khan urged them to study the historical, legal and diplomatic dimensions of the Kashmir dispute with intellectual rigor and confidence. He encouraged the younger generation to develop evidence-based narratives, undertake serious research and emerge as future leaders capable of representing Pakistan’s national interests effectively in international forums.
Responding to questions on geoeconomics and regional connectivity, Ambassador Khan observed that economic development, technological advancement and investment in human capital strengthen national resilience and reinforce Pakistan’s strategic position. Drawing upon his experience as President of Azad Jammu and Kashmir, he highlighted initiatives undertaken to expand higher education, introduce emerging technologies and promote economic development as foundations for long-term national strength.
Ambassador Masood Khan stressed that Pakistan must combine principled diplomacy, strategic communication, academic excellence and youth leadership to sustain international attention on Kashmir. He expressed confidence that a well-organized global civil rights campaign, supported by informed scholarship and proactive diplomacy, would strengthen Pakistan’s position and amplify the legitimate aspirations of the people of Jammu and Kashmir.
