There is no gainsaying the fact that more often than not when the crime rate increase in Sind or Panjab، the civil administration of these provinces had to requisite rangers, militia and frontier constabulary to help assist police in fighting off the criminals. There might be other factors too for the dismal performance of the local police in fighting off the criminals but one factor that stands out conspicuously is the too much political interference in the selection of persons for performing police functions in the lower cadres of police. Experience of hindsight shows that MNAs and MPAs get their blue eyed boys selected in the lower echelons of police where merit is often sacrificed at the altar of political expediency. Not content with this, these politicians wangle the appointment as SHOs also of their near and dear ones in the police stations in their political constituency.
There is little or no chance of police delivering the goods unless the matter is set right by revisiting the selection procedure of these johnnies and recruiting them in the manner army’s rank and file are selected. In nine out of ten cases the local policemen cut a sorry figure whenever they confront the criminals.
The story doesn’t end here. The politicians whether they are in the government or sitting on opposition benches get an officer of their choice as DC and SP in districts.
Gone are the days when only that officer was posted as DC and SP who had served for at least three years as A.C or DSP in a sub division and officers were not considered for posting them as Commissioner and DIG police if they had not served as DC or SP in atleast three districts and only if they enjoyed good reputation.
No body wants to apply these yardsticks these days and that is the precise reason why there is a lack of good governance in the country.
