Experience of hindsight reveals that sectarian harmony can be maintained easily in all the districts of the country if the intelligence agencies are agile and if district magistrates take prompt preventive and punitive steps in coming down with a heavy hand on the element whether they are speakers or writers who, through their words of mouth or write ups try to injure religious feelings of either sunnis or shias. It is lack of personal rapport of district magistrates with the religious bigwigs of their bailiwick that is mainly responsible for law and order situation getting out of their control.
