Indonesia bolsters apprenticeship cooperation with Japan’s Kagawa

WNAM REPORT: The Indonesian Ministry of Manpower is expanding apprenticeship access to Japan by strengthening cooperation with the Kagawa Prefectural Government.

The head of the ministry’s Labor Planning and Development Agency, Anwar Sanusi, stated in Jakarta on Saturday that the cooperation aims to increase the placement and recruitment of Indonesian technical apprentices in Japan.

“It also aims to ensure the quality of their skills, as well as the protection of their welfare, safety, health, and security throughout the apprenticeship program,” he said.

He noted that the cooperation—marked by the signing of a memorandum of cooperation (MoC) by the two parties in Jakarta on Friday—is a concrete step to ensure that apprenticeships in Japan are more structured and provide tangible benefits for the participants.

“Through this cooperation, we want to ensure that Indonesian apprentices depart with competencies that match industrial needs and work within a more organized system that protects them,” Sanusi remarked.

Under the cooperation agreement, both parties agreed to strengthen the recruitment and placement process, exchange data and information, collaborate on resolving on-the-ground issues, and facilitate empowerment programs for the participants after they complete the apprenticeships.

Governor of Kagawa Prefecture Ikeda Toyohito stated that Indonesia’s human resources play a key role in supporting the running of businesses in the prefecture.

Currently, there are approximately 4,000 Indonesian workers employed in Kagawa Prefecture. This figure includes 1,463 apprentices and 1,161 specified skilled workers contributing across various business sectors.

Furthermore, Ikeda stated that starting in April 2027, the apprenticeship system in Japan will transform into a training and employment system. This is expected to realize a more open and accessible entry process for Indonesian workers into Japan, particularly into Kagawa Prefecture.
