WNAM MONITORING: The results of the work of military and law enforcement agencies for two months of 2024 were discussed during a meeting of the State Security Council, which was chaired by the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov.
The agenda of the meeting also included issues related to ensuring security and peace in an independent state, strengthening the material and technical base of law enforcement agencies, and improving their activities.
After listening to the reports of the heads of law enforcement agencies, the head of state focused the attention of the Secretary of the State Security Council, Minister of Defense B. Gundogdyev on the key aspects of the implemented defensive Military Doctrine of Turkmenistan, which serves as a reliable guarantor of a peaceful and prosperous life in the country. The need to continue work to further equip the Armed Forces with modern high-quality equipment, improve the activities of the Ministry of Defense and its reporting structures through the active use of a digital system was also stated.
Giving instructions to Prosecutor General B. Mukhamedov, President Serdar Berdimuhamedov ordered to take specific steps to ensure the rule of law, protect the rights and freedoms of citizens, the interests of society and the state. Speaking about the importance of precise implementation of the priority tasks facing this structure, the head of state addressed the Prosecutor General with a number of instructions regarding the conduct of checks at the proper level to ensure the accurate implementation of legislative and regulatory acts.
Having listened to the report of the Minister of Internal Affairs M. Khydyrov, the President of Turkmenistan emphasized that effective measures should be taken to prevent crime. At the same time, instructions were given to keep the focus on maintaining law and order at a high level and ensuring public order, as well as preventing violations of traffic rules and compliance with fire safety requirements.
Speaking about the priority tasks of the Chairman of the Supreme Court B. Khojamgulyev, the head of Turkmenistan noted that the main function of the courts is to maintain legality, justice and order, to eliminate the causes and conditions that give rise to offenses.
“For the effectiveness of legal proceedings, best practices and a digital system should be applied in the justice system,” emphasized the Supreme Commander-in-Chief of the country’s Armed Forces.
Continuing the meeting, President Serdar Berdimuhamedov, having signed the Decree “On the appointment and dismissal of judges of the courts of Turkmenistan and assigning qualification classes to them,” instructed the head of the Supreme Court to strengthen the personnel of judicial institutions by selecting educated, conscientious, energetic employees.
Addressing the Minister of National Security N. Atagaraev, President Serdar Berdimuhamedov noted that protecting the achievements of sacred independence, ensuring the further well-being of the country, its economic power are the key tasks of this body. Focusing on promising vectors of upcoming activities, the head of Turkmenistan emphasized the need to increase the efficiency of analytical work. Along with this, the minister was instructed to keep under control the process of modernizing the material and technical base of structural units, theoretical and practical training of personnel.
The Supreme Commander-in-Chief of the country’s Armed Forces drew the attention of the head of the State Border Service Ya. Nuryev to the need to further systematically equip border formations with modern military equipment and technology.
“One of the main aspects of the military reform carried out in the country is the creation of conditions for productive service and a comfortable life for border guards,” noted President Serdar Berdimuhamedov, ordering that this issue be kept under strict control.
Speaking about the priority tasks of the Minister of Adalat (Justice) M. Taganov, the head of state focused on the importance of constantly monitoring best practices in the field of jurisprudence and applying them in practice.
“At the same time, it is necessary to conduct a legal analysis of regulations developed by ministries and line departments, and ensure their compliance with current legislation,” President Serdar Berdimuhamedov emphasized, addressing a number of specific instructions to the minister.
Addressing the Chairman of the State Customs Service M. Khudaykulyev, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that in the modern period the volume of work of the Service has increased significantly due to the growing geostrategic role of Turkmenistan, located at the intersection of the most important transport and transit corridors.
“Active application of the achievements of scientific and technological progress makes it possible to carry out prompt and proper inspection of all goods and cargo passing through the border,” said the President of Turkmenistan, ordering to keep the supply of goods to the country from foreign countries under strict control and ensure that customs procedures are carried out in accordance with requirements of international regulations.
Next, President Serdar Berdimuhamedov focused the attention of the Chairman of the State Migration Service A. Sazakov on the importance of ensuring that the employees of the Service strictly fulfill the powers assigned to them. In this regard, emphasis was placed on the need to study best practices in this area and organize special advanced training courses. A separate instruction concerned control over the implementation, in a timely manner and properly, of the tasks defined in the relevant Development Program of this body.
Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country noted that in accordance with the Military Doctrine of Turkmenistan, which is purely defensive in nature, measures are being taken to ensure a high level of military security and the integrity of an independent, permanently neutral state, strengthening the country’s defense capability, and improving social and living conditions defenders of the Fatherland and members of their families. At the same time, it was emphasized that work in this direction will be continued.
