WNAM MONITORING: Dacian Cioloș, one of Romania’s most respected statesmen on the European stage, is positioning himself as a leading contender for the prestigious post of Secretary General of the Organisation internationale de la Francophonie (OIF), with the election slated for the Francophonie Summit in November 2026 in Siem Reap, Cambodia.
A seasoned politician with deep roots in both European governance and the French-speaking world, Cioloș brings a rare combination of executive experience, diplomatic finesse, and personal commitment to Francophone values. His candidacy, officially backed by Romania, is increasingly viewed as one of consensus, competence, and forward-looking vision.
The Francophonie is far more than simply the community of French speakers. It is both a vibrant linguistic and cultural space — encompassing over 396 million people across five continents — and a formal international organization founded in 1970.
The Organisation internationale de la Francophonie (OIF) unites 90 member states and governments. Pakistan is not a member but enjoys good diplomatic relations with most OIF members. Guided by the motto égalité, complémentarité, solidarité, it promotes the French language, cultural diversity, education, human rights, democracy, and sustainable development. Through multilateral cooperation, the OIF supports projects in economic growth, youth empowerment, gender equality, and institutional capacity-building, particularly in Africa, where the future of the French language is expanding most rapidly.
Trained as an agronomist in France, Dacian Cioloș has built a distinguished career that perfectly aligns with the demands of leading this global organization. He served as Prime Minister of Romania (2015–2017), European Commissioner for Agriculture and Rural Development, and President of the Renew Europe group in the European Parliament.
Those who worked with him praise his ability to forge consensus across divided positions, implement complex reforms with pragmatism and integrity, and maintain a steady focus on democratic values.
“I had the privilege of serving in his government as Minister Delegate for Romanians Abroad,” recalls Dr Dan Stoenescu, currently serving as Romania’s ambassador to Pakistan. “His human qualities, capacity for dialogue, deep listening skills, and unwavering European and Francophone commitment left a lasting impression. His commitment to consensus and his international experience will give a new impetus to La Francophonie in the years to come.”
Cioloș envisions a courageous, pragmatic, inclusive, and results-oriented Francophonie – one that moves beyond rhetoric to deliver concrete benefits for citizens, communities, and member states alike.
Central to his platform is placing Africa at the heart of the organization’s development strategy, while ensuring equitable participation from all regions.
Dacian Cioloș advocates for a Francophonie that respects the national and regional identities of its diverse members while strengthening a common space firmly anchored in the French language and the economic and social opportunities it generates. He calls for transparent, accountable, and credible governance designed to restore and deepen mutual trust. At the same time, he envisions an organization capable of attracting and managing financial resources more effectively, channeling them into high-impact projects – especially those that empower young people and advance women’s equality. In a world marked by rising tensions, Cioloș sees the Francophonie as a powerful force for peace, dialogue, human rights, and strengthened multilateral cooperation.
Romania’s Bridge-Building Role
Cioloș’s candidacy also reflects Romania’s consistent engagement with the Francophonie. As a nation from Central and Eastern Europe, Romania contributes valuable experience in democratic transition, institutional reform, and fostering connections between diverse cultural and political sensibilities.
His bid is not merely national ambition, it represents an opportunity to infuse the organization with fresh energy, proven leadership, and a balanced perspective that bridges Western, Eastern, and African Francophone priorities.
As the French language continues its global growth and multilateral institutions face increasing scrutiny, the next Secretary General will play a pivotal role in shaping the Francophonie’s relevance for decades to come. Dacian Cioloș offers a profile of action, integrity, and vision – qualities that could help renew and strengthen this unique international community.
