ISLAMABAD ( WNAM REPORT ): The Islamabad Chamber of Commerce & Industry (ICCI) has extended its institutional support to a Pakistan-Portugal business and executive cooperation initiative with Porto Business School (PBS) – U.Porto Association, with BIL Consultancy (Private) Limited acting as PBS’s authorized representative and implementation coordinator in Pakistan.
The cooperation framework is designed to connect executive education and leadership development with practical business engagement, international market access, institutional exposure, trade and investment promotion, and stronger linkages between Pakistani enterprises and the Portuguese and wider European business ecosystem.
Under the wider PBS-BIL collaboration, Porto Business School will provide academic and technical leadership, contribute to programme and curriculum development, support agreed in-person components in Portugal and facilitate appropriate linkages with Portuguese and European academic, institutional and industry stakeholders. BIL Consultancy will lead Pakistan-side market development, engagement with chambers, companies and public institutions, participant mobilization and implementation coordination.
The initiative is intended to create a practical Pakistan-Portugal business, knowledge and market-access corridor through which Pakistani chambers, entrepreneurs and business leaders can access structured executive learning, curated institutional visits, business forums, roundtables, delegations, business matchmaking, market-entry support and partnership facilitation in Portugal and the wider European market.
The framework goes beyond a conventional academic arrangement by linking learning with practical commercial and institutional outcomes. Sector-focused tracks may include mining and critical minerals; information technology, digital transformation and AI; sustainability and ESG; clean energy and renewables; manufacturing and industrial competitiveness; textiles and value-added industries; export development; entrepreneurship and innovation; and financial and investment readiness.
The cooperation also aims to encourage greater practical use of the long-standing Pakistan-Portugal Agreement on the Mutual Promotion and Protection of Investments. The agreement was signed in Islamabad on 17 April 1995 and entered into force on 28 November 1996, providing an established bilateral framework for encouraging and protecting investment between the two countries.
The initiative follows renewed official engagement between Pakistan and Portugal. At the fourth round of Pakistan-Portugal Bilateral Political Consultations held in Islamabad on 15 July 2026, the two sides reviewed bilateral relations and identified trade and investment, renewable energy, information technology, education and greater business-to-business engagement among the areas for expanded cooperation.
ICCI will facilitate engagement with its business community, identify suitable companies and participants, support business-to-business connectivity and, where mutually agreed, host or co-host briefings, roundtables, launches and related activities. Porto Business School and its authorized representative in Pakistan will coordinate programme development, executive-learning components, business-interface activities and Portugal-side engagement in accordance with the approvals and implementation arrangements agreed for each initiative.
The cooperation signed at Chamber House, Islamabad, represents an early practical institutional expression of the wider Pakistan-Portugal engagement being developed through PBS and BIL, with the objective of converting bilateral goodwill into structured programmes, stronger business partnerships, investment opportunities and sustainable market connectivity.
