WNAM REPORT: One of the innovations introduced into the Election Code of the Republic of Uzbekistan is that district election commissions are not formed during elections to the Legislative Chamber of the Oliy Majlis, district, and city Councils of people’s deputies. Now, they are formed only during elections of deputies to regional and Tashkent city Councils.
The district election commission for elections to regional and Tashkent city Council of people’s deputies is formed on the recommendation of the relevant regional, Tashkent city election commission no less than 70 days before the elections, consisting of the chairman, deputy chairman, secretary, and 6-8 other members of the commission who enjoy public authority, and exercises the following necessary powers: organizing, preparing and holding elections to regional and Tashkent city Councils of people’s deputies, exercising control over the implementation of the Election Code in the territory of the electoral district, ensuring its uniform application, coordinating the activities of precinct election commissions, determining the election results for the electoral district and submitting them to the relevant territorial election commissions.
Strengthening members’ knowledge and skills and improving their qualifications are essential for district election commission members to fulfill their tasks within the framework of their powers. Therefore, following the Concept of organizing advanced training for election commission members, approved by the CEC resolution, national trainers conduct educational and practical classes.
To conduct elections at a high level, based on advanced national and foreign experience, special attention is paid to strengthening knowledge of national election legislation and international election standards. In turn, members of the Central Election Commission visit the regions to get acquainted with the educational and practical classes and conduct conversations with participants.
