Tashkent ( WNAM MONITORING): President of Uzbekistan Shavkat Mirziyoyev has signed a decree “On Additional Measures to Enhance the Efficiency of Special Economic and Industrial Zones.”
According to the decree, special economic zones (SEZs) can now be established as fenced-off special export zones focused exclusively on export-oriented projects.
One of the first such zones will be the Namangan Special Export Zone.
Residents of the Namangan SEZ will be able to place imported raw materials, supplies, and components under the free customs zone regime. In this case, goods located within the zone will be considered outside the customs territory for the purpose of customs duties and economic policy measures.
Additionally, raw materials, supplies, components, and services provided to Namangan SEZ residents by domestic enterprises will be considered exports. Meanwhile, goods sold by zone participants on the domestic market will be treated as imports and subject to the corresponding customs and tax payments.
Starting from 1 June 2025, SEZ participants will be allowed to place imported raw materials, supplies, and components used for manufacturing and export under the customs processing regime without paying customs duties (except for customs clearance fees). This measure will enable customs clearance of these goods without incurring the usual payments.
