Tashkent ( WNAM MONITORING):  President of Uzbekistan Shavkat Mirziyoyev has approved the Agreement on Strategic Partnership for the Development and Transmission of Green Energy.

Under the agreement, the Ministry of Energy has been designated as the authorized body responsible for implementing this international treaty. The Cabinet of Ministers and heads of relevant ministries and agencies have been instructed to ensure the fulfillment of its provisions once it comes into force.

The agreement was signed on 13 November 2024, in Baku by the presidents of Uzbekistan, Kazakhstan, and Azerbaijan during the UN Climate Change Conference (COP29).

The initiative aims to create tens of thousands of jobs, develop energy infrastructure, strengthen technological and business ties, and improve the quality of life for the population. The leaders of the participating countries emphasized the need to accelerate key phases of the project, including the establishment of a joint venture, the development of technical documentation, and related procedures.

In November 2023, the energy ministries of Uzbekistan, Kazakhstan, and Azerbaijan discussed plans to export renewable electricity to the European Union via the territories of the three countries.

One of the project’s key components is the construction of a deep-sea cable along the Caspian Sea seabed. The participating countries are currently developing a business model for supplying green electricity to the EU.

In August 2024, an agreement was reached to establish a joint venture for electricity exports, with its headquarters in Baku.

Deputy Minister of Energy Umid Mamadaminov announced that Uzbekistan plans to export up to 10–15 billion kWh of electricity to Europe by 2030. To prepare the project’s feasibility study (FS), the Italian company CESI has been selected, with an estimated completion time of about 18 months. The FS is expected to be finalized by the end of 2025, after which construction of the energy corridor will begin.

According to Mamadaminov, a 2,500 km cable will be laid along the Caspian Sea seabed as part of an extensive high-voltage direct current (HVDC) transmission line. The project’s final cost will be determined upon the completion of the feasibility study.

Regarding the pricing of exported electricity, Mamadaminov noted that it will be market-driven but will not fall below 4–5 cents per kilowatt-hour.

The project also includes the construction of new power generation facilities that will operate independently of Uzbekistan’s main power grid, preventing network overloads.

In December 2024, Uzbekistan, Kazakhstan, and Azerbaijan’s national grid operators signed an agreement to establish the energy corridor, marking another step toward implementing one of the largest regional renewable energy projects.
