WNAM MONITORING: At the eighth session of Turkmenistan’s seventh convocation Mejlis, held on April 12, 2025, lawmakers adopted a series of new laws aimed at advancing the country’s legal and economic frameworks, according to Turkmenistan’s official media.
The legislative updates align with state policy priorities under the leadership of Turkmen President Serdar Berdimuhamedov and were previously reviewed by specialized committees, ministries, and agencies.
Among the key measures was the approval of a new version of the Law “On the Court,” which modernizes the judicial system in accordance with the “Judicial System Development Program of Turkmenistan for 2022–2028.”
The parliament also ratified Turkmenistan’s accession to the 1988 Protocol to the International Convention on Load Lines of 1966, reinforcing maritime safety standards.
In the transport sector, the updated Law “On Motor Transport” clarifies the regulatory roles of the Cabinet of Ministers and the Türkmenawtoulaglary agency, with an emphasis on improving safety and oversight.
The revised Law on Migration introduces the issuance of electronic visas through a digital platform for foreign nationals and stateless persons, in line with Turkmenistan’s digital transformation agenda. Additional changes were made to laws “On Administrative Procedures” and various codes—including the Criminal, Labor, and Tax Codes—enhancing legal efficiency and administrative transparency.
The session concluded with the presentation of the annual report by Ombudsperson Yazdursun Gurbannazarova, underscoring the government’s focus on human rights and civic freedoms amid ongoing reforms.
