WNAM MONITORING: Starting from July 23, 2025, foreign nationals will be allowed to visit the liberated territories of the Republic of Azerbaijan — including Shusha, Lachin, Aghdam, Fuzuli, Khojaly, and Khankendi — either individually by private vehicle or as part of organized groups, provided they obtain the necessary permits, according to a joint statement by the Ministry of Digital Development and Transport and the State Tourism Agency.

This opportunity applies to foreign citizens visiting Azerbaijan for up to 90 days, as well as those with temporary or permanent residence permits in the country.

Foreign citizens wishing to travel to the mentioned territories in private cars must obtain permission via the “Yolumuz Qarabağa” portal (www.yolumuzqarabaga.az).

Relevant fields have been created on the portal for foreign nationals to enter their passport information, and functionality in English and Russian has been provided on the portal to ensure user convenience.

Individuals driving private passenger cars must familiarize themselves with travel rules and educational information about mine safety on the portal and inform all passengers accordingly. To ensure mine safety, after passing through checkpoints and entering the liberated territories, travelers must strictly follow the designated routes, avoid deviating from the path, be cautious at road junctions, and comply with all regulations throughout the entire journey. Foreign citizens can also use the “Yolumuz Qarabağa” portal to access information about hotels and other accommodation facilities operating in the areas they are visiting.

Additionally, foreigners may travel to the liberated territories as part of group tours, which will be organized by licensed tour operators registered in the Tourism Register.

“We also inform those foreign citizens with hotel reservations in the aforementioned areas will obtain entry permits to these territories. Issued permits will be valid for a period of 5 days,” the statement concluded.
