Baku Call to Action: Azerbaijan’s experience significant example of post-war recovery

BAKU ( WNAM MONITORING): The experience of Azerbaijan in restoring territories liberated from occupation is described as one of the significant examples of post-war recovery in the world, as stated in the Baku Call to Action, adopted following the 13th session of the World Urban Forum (WUF13).

The document emphasizes the need for integrated approaches in the housing sector that combine humanitarian response, recovery, and long-term development.

The authors note that families, individuals, and internally displaced persons are often forced to live in unsafe or inadequate housing conditions, increasing risks of further displacement, insecurity, and social exclusion.

In this context, the document calls for climate-resilient and people-centered urban recovery in fragile and post-conflict settings, as well as expanded access to development and climate financing.

It states that national and local authorities, humanitarian and development organizations, and international institutions should ensure the protection of housing and critical civil infrastructure, strengthen mechanisms to prevent displacement and destruction, and guarantee effective enforcement of these measures.

The document adds that there are already notable examples of post-conflict recovery worldwide, including the experience of the host country, Azerbaijan.

It also calls for a coordinated approach prioritizing recovery and reconstruction, followed by the return of internally displaced persons to their homes.
