Legislation of any sort whether it is meant to amend existing laws or pass a new law is a very serious business needing a lot of brainstorming as it affects many lives in the society therefore prudence demands that it shouldn’t be railroaded and passed in post haste without going into its pros and cons thorough application of mind on its various aspects is sine qua non.
In England even every comma and full stop in the draft of every new law laws are debated threadbare for months before it is passed and that is why the House of Commons is billed as mother of Parliamentary Democracy.
It goes without saying that without best of of the best persons manning Parliament, good legislation is simply unthinkable.
