The old Lahorites say that when Sardar Abdul Rab Nisthar was governor Panjab his son Jamil Nisthar used to go to Government college Lahore located at a distance of about one kilometer from the Governor House on a bicycle. When first cabinet took office in the former NWFP after partition there were only five official vehicles available in the official pool for use of the ministers whereas taken together the cabinet comprised six persons including the chief minister.
One vehicle out of them was earmarked for use of the CM. Now the question arose as to where from
the fifth vehicle be arranged as there were five ministers and only four cars so the ministers joined heads and decided that till the time finances of the province allowed them to buy one more vehicle they would run the show with the available four vehicles in such a manner that if any minister goes on an official tour outside Peshawar during his tour period one will remain at Peshawar and they will carry out essential official tours turn by turn.
For full one year that austerity measure remained operative till the fifth vehicle was purchased. That was the spirit with which those politicians were infused with who created this country.
