Our tragedy is that as far as laws are concerned they are in abundance. what is sadly missing is their implementation, lock, stock and barrel.
The erstwhile Brits had left us two invaluable books like Land Administration manual and Land Records Manual spotlighting nostrums for running the revenue affairs of landed property. Likewise ,they had written a treatise billed as jail manual for conducting the affairs of jail inmates. Unfortunately they are honoured more in the breach than observance.
For running the administrative and judicial affairs of the tribal area the Brits had written Frontier Crimes Regulation, known famously as the FCR which suited the genius of the tribesmen and whose Hallmark was the collective tribal territorial responsibility.
As long as it was in vogue the incidence of crime in the tribal belt was but a fraction of the crime rate prevalent in the revenue districts. Small wonder that terrorism has increased by leaps and bounds from the day FATA was merged with the KPK and FCR was done away with.
