WNAM MONITORNG: The Government has introduced the digital technology industry development programme for the 2026-30 period, with a vision towards 2045, which identifies the digital technology industry as a foundational industry serving as a key driving force for the national digital transformation and double-digit economic growth, thereby helping turn Vietnam into a high income developed nation by 2025.
Promulgated under Decision 840/QD-TTg that took effect on May 13, the programme identifies the private economic sector as the most important driver for the development of digital technology industry. The State will build a legal corridor, plan digital technology industrial infrastructure and create the digital technology market through placing orders and assigning tasks to domestic digital technology enterprises to perform key national tasks and overcome great challenges regarding science, technology, innovation and digital transformation.
The programme also seeks to strengthen Vietnam’s participation in global value chains and position the country as a regional and international hub for digital technology manufacturing and services.
Decision 840 states that the development of the digital technology industry is driven by the spirit of “Make in Vietnam”. Vietnam’s enterprises will have to master technologies and be proactive and creative in researching, designing, manufacturing and supplying digital technology products and services, thereby dominating the domestic market and enhancing their global competitiveness. The development of the digital technology industry must be closely linked with green growth and sustainable development objectives.
Under the programme, export revenue from digital technology products and services is expected to reach at least USD 55 billion with average annual export growth rate of at least 30 per cent by 2030.
Another objective set by the programme is to have 100,000 digital technology enterprises nationwide, providing jobs for over three million workers in the industry.
It also targets the establishment of between 16 to 20 digital technology parks, including at least one large digital technology hub aligned with development strategies of key economic regions. In addition, at least one shared high-performance computing centre will be set up to provide support for major national projects and complex technological tasks.
By 2045, Vietnam aims to become one of the world’s leading digital technology industry centres, with the sector serving as a major pillar of national economic growth and prosperity.
To achieve the aforementioned targets, the programme outlines a series of key measures, including further perfecting legal institutions and enhancing the enforcement efficiency of policies and laws on the digital technology industry, promoting the research and development of digital technology products and services; developing digital technology enterprises and the industry’s workforce, building modern and synchronous digital technology industrial infrastructure, and promoting investment in digital technology industrial activities.
Specifically, the programme will facilitate the implementation of projects for researching and manufacturing digital technology products and services, artificial intelligence and semiconductors.
At the same time, the programme will help organise the annual national forum on development of Vietnam’s digital technology enterprises and the “Make-in-Vietnam Digital Technology Products and Services” award, and support the expansion of digital technology products and services into the global market.
Regarding the development of the semiconductor industry, the programme will provide financial support for enterprises engaged in chip design, develop supply chains and manufacture electronic equipment in order to create a market for the semiconductor chips, and develop the national centre to provide support for semiconductor chip trial manufacturing in terms of chip testing, trial manufacturing and measurement.-
